About the Role

The Project Controls Manager is responsible for establishing, implementing, and managing the project's integrated planning, cost control, progress measurement, forecasting, reporting, and earned value management systems. The role ensures that project performance is effectively monitored against the approved scope, programme, budget, and contractual requirements, providing timely and accurate information to project leadership and the Client.

Key Responsibilities

  • Lead and manage the Project Controls function, including planning, scheduling, cost control, progress measurement, forecasting, and performance reporting.
  • Develop, maintain, and control the Integrated Master Programme, including baseline and monitoring schedules.
  • Establish and maintain appropriate WBS, CBS, OBS and control account structures.
  • Manage the project's Earned Value Management (EVM) system, including:
    • Planned Value (PV)
    • Earned Value (EV)
    • Actual Cost (AC)
    • CPI / SPI
    • Variance Analysis
    • Forecasting and Estimate at Completion (EAC)
    • Performance measurement and trend analysis.
  • Ensure alignment between the programme, cost plan, scope, MIDP, deliverables, and fee/payment structure.
  • Establish and maintain progress measurement and earned value rules in coordination with project management and technical/design teams.
  • Monitor actual progress against approved baselines and identify schedule and cost variances, trends, and potential impacts.
  • Prepare and review monthly project controls reports, dashboards, S-curves, histograms, critical path analysis, and performance reports.
  • Provide accurate forecasting of time, cost, resources, and project completion.
  • Lead the preparation and assessment of schedule impact, delays, changes, and time-related impacts.
  • Coordinate with Commercial, Risk, Planning, Design, and Project Management teams to ensure integrated project controls.
  • Monitor the impact of variations, change orders, claims, risks, and opportunities on project cost and schedule.
  • Establish effective change control and trend management processes.
  • Review contractor/consultant programmes and assess progress against contractual requirements, where applicable.
  • Ensure project controls data is accurate, consistent, traceable, and aligned with contractual reporting requirements.
  • Provide management with early warnings and proactive recommendations where cost, schedule, scope, or performance deviations are identified.
  • Lead and mentor the Project Controls team and establish appropriate procedures, systems, and workflows.
  • Present project performance and forecasts to Project Director, Client, EPMO and senior management.

What do we need from you

Mandatory Qualifications & Experience

  • Bachelor's degree in Engineering, Construction Management, Project Management or a related discipline.
  • Minimum 15 years of relevant project controls experience, with significant experience on major/complex projects.
  • Proven experience in a Project Controls Manager / Senior Project Controls Manager capacity.
  • Strong and practical knowledge of Earned Value Management (EVM) is mandatory.
  • Demonstrated experience in implementing and managing EVM systems, including PV, EV, AC, CPI, SPI, variance analysis and EAC.
  • Strong expertise in Primavera P6 and/or other recognised planning and scheduling systems.
  • Strong knowledge of cost control, budgeting, forecasting and financial performance management.
  • Experience developing and managing baseline programmes, monitoring schedules, progress measurement and performance reporting.
  • Strong understanding of change control, risk management, delay analysis and schedule impact assessment.
  • Experience working with multidisciplinary design and/or construction teams.
  • Strong understanding of project governance, reporting requirements and project controls procedures.
  • Advanced Excel skills and experience with project controls dashboards/reporting tools.
  • Excellent analytical, communication, coordination, and leadership skills.

What's in it for you?

Candidates should demonstrate a minimum of 15 years of relevant project controls experience, including proven experience managing project controls on major stadium or comparable sports-venue developments.
