About the Role

Role Overview

The Tender Unit Service Line Partner role for General Engineering in the Middle East is a senior leadership role that will shape how we position and win work across a strategic service line portfolio. Acting as the anchor between the Service Line, delivery and technical teams, business development and wider tender unit, the Service Line Partner will own the strategic and operational success of all tendering activity.

Focusing on the General Engineering service line, you will lead strategic planning, governance and portfolio performance across the Middle East geographies, ensuring large and strategic pursuits are shaped around a clear win strategy, commercial intent and a competitive value proposition. As the primary governance lead and single point of accountability, you will direct and empower the wider service line tender unit team, drive performance and strengthen market position.

Reporting directly to the Tender Unit Director for Middle East and South Asia, this role plays a central part in securing major opportunities that shape Egis’ position.

 

Key Insights 

  • Portfolio Ownership and Strategic Leadership – Own and lead the full tendering portfolio for the General Engineering service line, taking accountability for performance, governance and outcomes. Set strategic direction for how Egis positions and pursues opportunities across the region.
  • Win Strategy and Market Positioning – Define clear win strategies for every pursuit, shaping value propositions that reflect client priorities and Egis’ competitive strengths. Ensure commercial intent and positioning are aligned with business growth objectives.
  • Governance and Decision-Making – Command all governance steps (GNG, BNB, RCC, COMEX, etc). Lead decision-making on whether to pursue, how to resource and how to position opportunities commercially and strategically.
  • Direction and Empowerment of Bid Teams – Provide clear leadership to Bid Managers and Bid Coordinators within the service line team. Set expectations, hold teams accountable for delivery standards and ensure alignment with pursuit strategies.
  • Resource Allocation and Delivery Oversight – Oversee resource allocation across the portfolio to ensure multiple concurrent submissions are managed effectively. Set clear priorities, balance workloads and secure the right expertise to meet deadlines.
  • Capture Management and Pursuit Shaping – Work alongside Business Development, Technical teams and Strategy Partners to shape solutions, define delivery strategies and influence positioning early in the pursuit lifecycle.
  • Commercial and Pricing Strategy – Collaborate with Commercial and Finance leads to set pricing strategies that balance competitiveness and profitability. Anticipate market trends and client expectations to shape commercial decisions.
  • Quality and Storyboarding Excellence – Oversee the technical storyboarding process, ensuring submissions are structured, persuasive and aligned with the technical and operational solution offered.
  • Cross-Functional Collaboration – Act as a partner to Business Development, Delivery and Commercial functions. Promote alignment and drive a unified approach across functions to strengthen tender outcomes.
  • Risk Management and Compliance – Ensure all submissions meet internal governance and external client requirements. Identify and mitigate risks early to safeguard commercial and operational interests.
  • Performance Management and Continuous Improvement – Track portfolio performance analyse win/loss trends and implement improvement measures. Champion innovation in pursuit strategy, governance and tendering processes.
  • Mentorship and Leadership – Mentor and develop bid teams, building capability accountability and operational strength. Foster a culture of collaboration, consistency and continuous learning.

What do we need from you

  • Degree in business, engineering, finance, or a related field (Master’s preferred), with significant experience in tender management and business development.
  • Proven leadership in managing complex, high-value tenders, ensuring efficient resource allocation and team oversight.
  • Strong commercial and financial acumen, with expertise in pricing strategies, profitability analysis, and risk mitigation.
  • Experience in developing and executing client-focused tender strategies, tailoring submissions to align with key client needs.
  • Ability to mentor and develop teams, fostering a culture of collaboration, innovation, and continuous learning.
  • Strategic decision-making skills, providing insights and recommendations on business opportunities and tendering approaches.
  • Proficiency in tender governance and compliance, ensuring adherence to company policies, industry standards, and contractual obligations.
  • Excellent stakeholder management skills, acting as a senior liaison between tender teams, executive leadership, and cross-functional departments.
  • Strong analytical skills, with experience in performance monitoring, reporting, and process optimisation for continuous improvement.
  • Ability to drive innovation in tender processes, introducing new strategies to enhance efficiency, competitiveness, and overall submission quality.
  • Exceptional communication and organisational abilities, ensuring clear, persuasive tender submissions and seamless coordination across teams.
