About the Role

Technical Manager – Detailed Design (Systems Package)

Role Purpose

The Technical Manager will lead and coordinate the detailed design of the Systems Package for a High‑Speed Rail project. The role covers technical governance, multidisciplinary design coordination, assurance, and interface management across Trackwork, Overhead Contact System (OCS), Yellow Plant, RAMS, Cyber Security Requirements Management, and Configuration Management to ensure timely, compliant, and integrated design delivery.

Key Responsibilities

1. Technical Leadership & Detailed Design Coordination

  • Lead and manage the detailed design process for Trackwork, OCS, Yellow Plant, and associated system elements.
  • Ensure all designs meet project specifications, standards, and contract requirements.
  • Oversee preparation of design reports, calculations, drawings, BoQs, and IFC deliverables.

2. Trackwork & OCS Engineering Oversight

  • Direct the detailed engineering of ballastless/ballasted track systems, alignment, clearances, and dynamic envelope requirements.
  • Manage OCS design activities including foundations, earthing/bonding, steel columns, mechanical/electrical layouts, and integration with traction power principles.
  • Coordinate with civil/structural teams for design dependencies and interface constraints.

3. Yellow Plant Scope Coordination

  • Oversee the specification and integration of Yellow Plant requirements into the design (maintenance vehicles, inspection units, tampers, grinders, maintenance locomotives, and associated depots/IMF needs).
  • Ensure compatibility with track and OCS design, maintenance access, and safety standards.

4. RAMS Management

  • Lead RAMS activities across the system package in accordance with applicable standards.
  • Ensure hazard identification, risk assessments, and mitigation actions are incorporated into design outputs.
  • Support RAM, safety, maintainability, and operational requirements throughout design stages.

5. Interface Management

  • Identify and manage all interfaces with civil works, structures, depots/IMFs, rolling stock, signaling, telecoms, power supply, utility providers, and external stakeholders.
  • Maintain and update Interface Control Documents (ICDs).
  • Resolve interface issues and ensure data exchanges are complete and timely.

6. Requirements Management

  • Implement a structured requirements management process, ensuring system, design, and third‑party requirements are captured, allocated, and validated.
  • Maintain full traceability of requirements throughout the design lifecycle.

7. Configuration Management

  • Establish and maintain configuration control of all design baselines and documentation.
  • Ensure proper change control processes, including tracking and approval of design revisions and deviations.

8. Stakeholder Engagement & Reporting

  • Liaise with Client, Engineer, contractors, designers, and stakeholders to ensure alignment.
  • Lead technical meetings, design reviews, and close-out of comments.
  • Provide regular progress, technical, and risk reports.

9. Quality & Compliance

  • Ensure design deliverables comply with applicable codes, standards, and safety requirements.
  • Oversee internal and external design audits and support assurance evidence compilation.

 


    What do we need from you

    Qualifications & Experience

    • Bachelor’s or Master’s degree in Civil, Mechanical, Electrical, or Systems Engineering.
    • 15+ years experience in railway systems design, preferably in high-speed rail.
    • Strong technical background in Trackwork, OCS, or multi-system rail packages.
    • Experience in Yellow Plant integration, RAMS, requirements management, and configuration control.
    • Familiarity with rail standards and system engineering practices.
    • Experience coordinating multidisciplinary design teams and managing interfaces.

    Key Skills & Competencies
