About the Role

The Technical Coordinator role is a multidisciplinary coordination position supporting a large‑scale airport  infrastructure construction program in Toronto, Ontario, Canada. The role sits at the interface between design consultants, construction joint ventures, and site execution teams, with a primary focus on shop drawings, material submittals, and technical compliance.

This position supports live construction within an operational airport environment, ensuring alignment between contract documents, design intent, regulatory standards, and field execution. The scope includes airfield infrastructure, utilities, electrical systems, and associated civil works, governed by Transport Canada, ICAO, FAA, and airport authority standards.

The ideal candidate brings more than ten years of experience coordinating technical deliverables on complex infrastructure or airport projects, with strong exposure to multidisciplinary design integration, contractor interfaces, and regulatory compliance within schedule‑driven construction environments.

Responsibilities

  • Coordinate the receipt, logging, distribution, review, and tracking of shop drawings across all disciplines, ensuring submissions are complete, compliant with contract documents, and aligned with design intent.
  • Manage shop drawing review workflows with discipline leads, monitor turnaround times, track comments and revisions, and ensure approvals are aligned with IFC requirements and construction readiness.
  • Control material submittals by validating compliance with technical specifications, approved vendor lists, performance requirements, and applicable regulatory standards, including FAA, TP312, GTAA, and project-specific requirements where applicable.
  • Coordinate with discipline engineers to review technical compliance, flag deviations, and manage resolution through RFIs, NCRs, technical queries, and formal change management processes.
  • Maintain traceability of critical materials and systems, including airfield ground lighting, MV/LV electrical systems, ductbank installations, and other construction-critical packages.
  • Support interpretation and clarification of technical specifications during construction, identifying gaps or inconsistencies between specifications, drawings, and site conditions.
  • Provide daily technical coordination support to the ESDC team, including submittal status, technical site issues, urgent reviews, inspection support, and installation verification activities.
  • Maintain live dashboards and structured logs covering shop drawings, material approvals, RFIs, technical queries, compliance risks, delays, and construction readiness impacts.
  • Act as the primary technical coordination interface with the construction joint venture, aligning submittal approvals with the construction schedule and proactively identifying risks related to missing information, non-compliance, or delayed approvals.
  • Liaise with consortium partners, sub-consultants, contractors, the owner, the owner’s representative, and the PMO to support technical coordination, design integration, and issue resolution.
  • Participate in coordination meetings, technical workshops, inspections, stage gate reviews, progressive design submissions, and field-driven change resolution.
  • Prepare and maintain key deliverables, including live submittal logs, weekly status reports, technical compliance trackers, risk registers, and field-readiness coordination updates.

What do we need from you

Required:

  • Bachelor’s degree in Engineering.
  • Minimum 10+ years of experience on large‑scale infrastructure or airport construction projects, including quality control laboratory or regulated environments.
  • Demonstrated experience coordinating multidisciplinary design and construction submittals within live, operational facilities.
  • Strong working knowledge of Transport Canada TP 312, CARs Part III, and ICAO Annex 14 requirements.
  • Proven ability to manage shop drawings, material approvals, RFIs, and technical compliance across multiple construction packages.
  • Eligibility to obtain and maintain a Transport Canada Restricted Area Identity Card (RAIC) and Airside Vehicle Operator’s Permit (AVOP).

Preferred:

  • Professional Engineer (P.Eng.) registration with Professional Engineers Ontario.
  • Direct experience in road construction, airfield pavements, utilities, and building works.
  • Experience coordinating with an external owner’s representative or PMO organization.
