About the Role

Job Description

The Senior Technical Lead, Water Resources is responsible for the planning, oversee design, and delivery of complex water resources and hydrotechnical engineering projects across municipal, provincial, and private-sector clients. This role provides technical leadership in stormwater management, floodplain analysis, watershed planning, and watercourse engineering, while acting as a key point of contact for clients and regulatory agencies.

In addition to leading technical execution, the position supports business development, proposal preparation, and team growth, while providing mentorship, guidance, and quality control for junior engineers and technical staff. The role plays a vital part in expanding the firm’s water resources practice and maintaining high technical and regulatory standards.

Key Responsibilities

Technical Leadership & Design

• Provide senior technical leadership and oversight for preliminary and detailed designs of stormwater management facilities, ensuring technical excellence, consistency, and regulatory compliance

• Obtain and maintain RAQs qualifications for Drainage and Hydrology for bidding purposes with MTO.
• Act as a senior reviewer for floodplain analysis, watershed and sub‑watershed studies, and hydraulic assessments of culverts, bridges, and watercourses
• Oversee and validate hydrotechnical modeling approaches and results for urban and rural runoff management, flood control, stream morphology, sediment transport, and erosion analysis
• Lead technical review and approval of Dam Breach Analyses and provide oversight for Dam Safety Reviews
• Provide expert guidance and peer review for watercourse hydraulic analyses, including erosion, scour, and slope stability assessments
• Set technical direction and review stream restoration and streambank stabilization designs, ensuring alignment with best practices and regulatory expectations
• Support and guide field investigations by reviewing methodologies, data interpretation, and conclusions, rather than conducting routine fieldwork directly

Modeling, Analysis & Reporting

• Provide senior oversight of analytical tools and hydrotechnical modeling software selection, application, and interpretation to ensure technical rigor and consistency
• Lead the senior technical review and approval of reports documenting modeling approaches, assumptions, results, and conclusions
• Ensure all technical deliverables meet applicable regulatory requirements, industry standards, and recognized best practices through formal quality assurance and peer review

Client & Regulatory Coordination

• Liaise with municipal, provincial, and private-sector clients throughout project delivery
• Act as a technical interface with regulatory agencies including MECP, MTO, and MNRF
• Participate in and lead meetings with municipal clients, MTO representatives, and private stakeholders
• Support approval processes by addressing regulatory comments and coordinating revisions

Business Development & Proposals

• Assist in the preparation of proposals, schedules, and cost estimates for water resources projects
• Support business development initiatives aimed at securing new work and expanding existing client relationships
• Contribute to the growth and strategic development of the water resources / hydrotechnical practice

Mentorship, Quality & Team Development

• Provide mentorship, guidance, and technical oversight to junior/intermediate engineers and technical staff
• Conduct technical reviews and quality control of designs, analyses, and reports
• Support staff development through coaching and knowledge sharing
• Work toward and support relevant professional certifications (e.g., RAQs)


What do we need from you

Required

• Bachelor’s degree in Civil Engineering or Environmental Engineering with a focus on Water Resources
• Licensed Professional Engineer (P.Eng.) in Ontario
• Minimum 20 years of progressive experience in stormwater management and water resources engineering in Ontario and abroad
• Strong experience in hydrotechnical design and analysis supporting municipal infrastructure and Ministry of Transportation projects
• Demonstrated expertise in watershed studies, floodplain mapping, and watercourse management
• Thorough understanding of Ontario regulatory frameworks and approval processes (MECP, MTO, MNRF, etc.)
• Proficiency with hydrotechnical and modeling software such as GeoHEC-RAS, Visual OTTHYMO, PCSWMM, HEC-RAS, HEC-HMS, StormCAD, and HY-8
• Working knowledge of design platforms including AutoCAD, MicroStation, and/or InRoads
• Excellent written and verbal communication skills in English
