The Senior Project Controls Manager will lead the project controls function, ensuring consistent planning, monitoring, and reporting across all design projects. This role is responsible for implementing and managing project control systems, resource planning frameworks, PMIS platforms (such as Oracle and other digital tools), and processes that support efficient, high-quality design delivery.
The ideal candidate will come from a design or engineering background, with strong understanding of the design project lifecycle, design stages, and the operational requirements of a multidisciplinary design consultancy. While not required to be a registered architect, the candidate must understand workflows from concept design through schematic, detailed design, and IFC documentation.
This role leads a team of planners, engineers, and project controllers, ensuring accurate forecasting, effective resource allocation, and performance analysis across multiple concurrent design projects.
Key Responsibilities
Project Controls & Governance
Establish, lead, and refine project control systems—including schedule planning, cost monitoring, resource management, and performance tracking.
Develop standardized project control procedures aligned with the company’s design delivery methodology.
Ensure consistent tracking of progress through all design stages.
Planning, Scheduling & Design Lifecycle Management
Oversee preparation of design schedules (Master L1–L3) and monitor progress against baseline programs.
Coordinate with discipline leads, project managers, and design teams to ensure accurate planning of design activities.
Monitor deliverables, deadlines, and production efficiency across architectural, structural, MEP, landscape, and other design teams.
Lead phased delivery planning for major design packages as required.
Resource Allocation & Operational Efficiency
Lead resource planning for all current and upcoming design projects.
Implement forecasting tools to project resource needs in advance.
Provide performance insights and recommendations to improve productivity and workload distribution.
Systems Implementation (Oracle, PMIS, Digital Tools)
Lead implementation and integration of digital tools such as Oracle, PMIS, and other project management platforms.
Drive adoption of standardized dashboards, reporting templates, and automated tracking systems.
Ensure project controls workflows integrate seamlessly with internal systems.
Cost, Budget & Change Management
Monitor design budgets, man-hours, and forecasts to ensure alignment with contracts and project plans.
Manage design change control processes, evaluating potential impacts on schedule and cost.
Provide early warnings on deviations and recommend corrective actions.
Reporting & Performance Management
Prepare monthly reports, dashboards, KPI trackers, and executive summaries for senior leadership.
Present insights on performance, risks, and opportunities for improvement.
Support the development and tracking of performance KPIs and operational enhancements.
Leadership & Team Management
Lead a team of planners, engineers, and project controllers.
Mentor junior staff and ensure adherence to quality standards and best practices.
Foster a culture of accountability, accuracy, and continuous improvement.
Bachelor’s degree in Architecture, Civil Engineering, or a related design/engineering discipline (design delivery background strongly preferred).
12–18+ years of experience in project controls, planning, or design operations within a design consultancy or engineering firm.
Strong knowledge of the design lifecycle, design stages, and interdisciplinary coordination.
Experience implementing PMIS systems, Oracle, or similar project management platforms.
Proficiency in Primavera P6, MS Project, MS Excel (advanced), and enterprise resource planning systems.
Strong analytical and reporting skills with a focus on forecasting and performance management.
Proven leadership experience managing multidisciplinary project control teams.
GCC experience required; KSA preferred.
