We are seeking a highly skilled and experienced Senior Project Controls Engineer to support both pursuit (bid) activities and live project delivery on complex engineering and construction projects. This role plays a critical part in strengthening project predictability, commercial discipline, and governance across the project lifecycle.
Key Responsibilities
Pursuits and Bids
Assist in the preparation of proposal schedules, including time-based and resource-loaded programmes aligned with bid strategies.
Support the pricing of proposals and variations using standard project controls and commercial templates, ensuring consistency and accuracy across submissions.
Contribute to the finalisation of commercial proposals by reviewing, validating, and advising on commercial terms in line with RFP requirements and internal company policies.
Collaborate closely with bid managers, planners, and commercial teams to ensure programme, cost, and risk assumptions are clearly articulated and integrated into proposals.
Project Controls and Delivery
Develop and maintain Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) to support effective planning, cost control, and reporting.
Prepare and manage detailed project schedules using Primavera P6, including baseline development, updates, progress measurement, and forecasting.
Assist in the development and implementation of progress monitoring and performance measurement systems, including the application of Earned Value Management (EVM) techniques.
Establish cost baselines and perform regular cost monitoring, analysis, and forecasting to identify variances, trends, and potential risks.
Support project teams in reducing overall Days Sales Outstanding (DSO) by monitoring unbilled accounts receivable and coordinating timely corrective actions.
Assist in the finalization of Intercompany Work Agreements and external subcontract agreements, ensuring documentation is processed in line with internal governance and approval procedures.
Support internal project governance by preparing and updating Estimate at Completion (EAC) forecasts in coordination with Project Managers, ensuring monthly reviews and formal sign-off.
Assist Project Managers in the preparation and delivery of progress meetings with clients, including schedule updates, cost status, performance reporting, and issue tracking.
Reporting, Governance, and Continuous Improvement
Prepare clear, concise project status reports highlighting schedule, cost, cash flow, and risk positions for internal and external stakeholders.
Ensure compliance with internal governance requirements, contractual obligations, and industry best practices in project controls.
Contribute to the standardisation and continuous improvement of project controls processes, tools, and reporting templates across projects.
Provide guidance and support to junior team members, promoting consistency, knowledge sharing, and professional development within the project controls function.
- Bachelor's degree in Engineering or a related field from an accredited university
- Minimum of 10 years of experience in project controls for large, complex capital programs (exceptional candidates with 5+ years may be considered)
- Professional certification in project management (e.g., PMP, PRINCE2) is required
- Demonstrated expertise in PMO environments and governance frameworks
- In-depth knowledge of engineering, procurement, contracts, construction, and commissioning processes
- International project experience; GCC exposure is highly preferred
- Advanced proficiency in project management software, including Primavera P6, cost and risk management tools, Power BI, and PMIS systems
- Strong analytical skills with the ability to interpret complex data and provide meaningful insights
- Excellent communication and leadership skills, with the ability to interact effectively with all levels of management
- Proven ability to operate at both strategic and detailed levels
- Experience in continuous improvement, process optimization, and talent development
- Thorough understanding of earned value management (EVM) techniques and their practical application
- Up-to-date knowledge of industry standards and best practices in project controls
- Adaptability to work in a fast-paced, dynamic environment with changing priorities
