About the Role

Project Description

This PMO initiative manages a multi-year, multi-billion-riyal aviation capital development programme, ensuring alignment with national strategic objectives. Operating as an integrated consultancy–client team, the PMO provides oversight, governance, and support across multiple Operating Companies (OpCos). Within this structure, the Senior Cost Control Engineer plays a critical role in cost governance, estimation, and financial monitoring, ensuring transparency and accuracy in all portfolio cost data.

 

Role Purpose

The Senior Cost Control Engineer will be responsible for managing, validating, and reporting cost performance across a diverse portfolio of aviation projects. This includes developing and maintaining cost databases, preparing estimates, monitoring budgets and cash flows, and supporting decision-making through accurate cost analysis. The role ensures that project and portfolio financials are controlled, transparent, and aligned with PMO guidelines.

 

Key Responsibilities

  • Cost Estimation & Benchmarking
  • Prepare and validate cost estimates for business cases, RFPs, variation orders, etc..
  • Maintain and continuously improve the PMO’s cost database, incorporating benchmarking data from local, regional, and international projects.
  • Ensure consistency of estimates across OpCos by applying standard methodologies and norms.
  • Cost Control & Monitoring
  • Develop and monitor project and portfolio-level budgets, forecasts, and cash flow profiles.
  • Track committed, incurred, and forecasted costs, highlighting variances against approved budgets.
  • Implement earned value management (EVM) practices to measure performance against baselines.
  • Review and validate cost elements of contractor claims and variation orders, ensuring compliance with PMO guidelines and providing recommendations for approval or negotiation.
  • Cost Management Implementation
  • Implement the PMO’s Cost Management Guideline across OpCos and projects.
  • Monitor compliance with cost control standards, templates, and reporting requirements.
  • Conduct regular compliance reviews and audits, recommending corrective actions where needed.
  • Contribute to lessons learned and process improvement initiatives to enhance cost management practices.
  • Support knowledge transfer and training for junior staff and OpCo cost engineers.
  • Reporting & Analysis
  • Develop & Review monthly cost control reports and contribute to integrated PMO reporting dashboards (Power BI/PMIS).
  • Prepare portfolio-level financial summaries for executive reviews.
  • Provide financial insights and trend analysis to inform portfolio decision-making.
  • Validate cost-related inputs from OpCos and PMCs before inclusion in portfolio reports
  • Collaborate with scheduling, risk, and document control teams to ensure integrated project performance reporting.

 


What do we need from you

Qualifications & Experience

  • Bachelor’s degree in Engineering, Quantity Surveying, Finance, or related field.
  • 10–12 years of experience in cost control and estimation on large-scale infrastructure or aviation projects.
  • Strong technical skills in cost engineering, benchmarking, and earned value analysis.
  • Proficiency in cost management systems, Primavera P6 (for integration), SAP, Power BI, and PMIS tools.
  • Solid knowledge of contract frameworks (FIDIC and similar) and change/claims processes.
  • GCC or aviation sector experience preferred.
  • Strong communication and reporting skills
