About the Role

We are seeking an experienced and bilingual Project Manager to lead our railway systems project based in Taiwan. The successful candidate will oversee the preliminary design phase of a monorail project and coordinate the efforts of the engineering team located in the back-office. Fluency in Chinese (Mandarin) is essential for effective communication with local stakeholders and team members.

  1. Project Leadership: Provide strategic direction and leadership for the design phase of the monorail project, ensuring alignment with project objectives and client requirements.
  2. Stakeholder Management: Establish and maintain strong relationships with Partner, Client, government authorities, and other stakeholders involved in the project, acting as the primary point of contact for all communications.
  3. Team Coordination: Organize and coordinate the activities of the engineering team located in the back-office, including engineers, designers, and technical specialists.
  4. Technical Interface and System Integration: lead the activities of System Integration and discuss with all stakeholders in the Front Office all interface requirements needed to develop the design successfully. Provide the back office with all interface data required.
  5. Budget and Schedule Management: Develop project budgets, schedules, and resource plans, and monitor progress to ensure adherence to timelines and budgetary constraints.
  6. Risk Assessment and Mitigation: Identify potential risks and challenges associated with the project and develop mitigation strategies to minimize their impact on project delivery.
  7. Quality Assurance: Implement quality assurance processes and procedures to ensure that design deliverables meet industry standards, regulatory requirements, and client expectations.
  8. Contract Administration: Oversee the negotiation and administration of contracts with consultants, contractors, and suppliers, ensuring compliance with project specifications and contractual obligations.
  9. Progress Reporting: Prepare regular progress reports and presentations for project stakeholders, providing updates on project status, milestones achieved, and key issues or concerns.
  10. Problem Resolution: Proactively identify and address project issues and conflicts, seeking timely resolution through collaboration and effective communication with all stakeholders.
  11. Health and Safety: Promote a culture of safety and ensure compliance with health and safety regulations and best practices throughout all project activities.

What do we need from you

  • Bachelor's degree in Engineering, Project Management, or related field. Advanced degree or professional certification (PMP) is desirable.
  • 15 years’ experience in Railway Systems

  • 10 years’ experience in Project Management

  • Proven experience as a Project Manager in railway systems or infrastructure projects, with a strong track record of successful project delivery.

  • Fluency in Chinese (Mandarin) and English, with excellent verbal and written communication skills in both languages.

  • Experience managing multidisciplinary teams and coordinating project activities across multiple locations.

  • Knowledge of monorail systems, railway engineering principles, and project management methodologies.

  • Familiarity with Taiwanese regulatory requirements and standards for railway projects is preferred.
