Leveraging off the global experience of both our parent companies Fulton Hogan and Egis, FHE has been awarded the 10-year contract, to provide Asset Management, Incident Response, Maintenance and Capital Work upgrades on Sydney's WestConnex Motorways: WestConnex M4, M5 East, M8, the M4-M5 Link and Rozelle Interchange.


About the Role

As the Quality and Assurance Manager, you will lead the development and execution of the Projects Quality and Technical Assurance strategy, aligning with contract obligations and the Project’s assurance, risk, audit, and compliance frameworks.

This is an integral role whereby you will define and implement the Technical Assurance Strategy including mandatory requirements and progressive assurance criteria for the acceptance of new, modified, and maintained assets into the operational network in accordance with contractual, statutory, and industry standards.

In addition, you will:

  • Develop, implement, and maintain the project’s Quality and Technical Assurance strategy, aligned with ISO 9001, ISO 55001, contract obligations, and company governance
  • Report on assurance performance, risks, and improvement initiatives to the Project Director and senior management team
  • Engage with the client/s, TfNSW, regulators, and auditors to demonstrate compliance with assurance frameworks, audits, and technical obligations
  • Drive the progressive assurance process, ensuring that all new, modified, and maintained assets satisfy mandatory quality, safety, and compliance requirements prior to operational acceptance
  • Provide technical assurance guidance to the Network Operations Manager for incident response activities, ensuring response and recovery efforts comply with approved methodologies, safety standards, licencing and contractual requirements
  • Monitor and verify the effectiveness of root cause analysis and lessons learned processes, ensuring that corrective and preventative actions are implemented and closed out
  • Work with the Asset Performance & Maintenance Managers to assure that planned and reactive maintenance works are undertaken in compliance with COMS (Code of Maintenance Standards), statutory regulations, and OEM specifications
  • Support the Asset Performance and Maintenance assurance framework to review work orders, field practices, and technical records to ensure integrity of maintenance delivery and data 
  • Provide assurance input into lifecycle cost analysis, reliability reviews, and investment decisions for asset renewal and improvement programs

What do we need from you

To be successful in this opportunity, you will ideally have a minimum of 8 years' demonstrated experience in a similar role whereby you championed and lead Quality and Assurance management for infrastructure or motorway/tunnel maintenance projects/complex high-value programs. 

In addition to this, you will also have:

  • Tertiary qualifications related to safety, quality or environment (system engineering or construction management tertiary qualifications also highly regarded)
  • Qualifications related to ISO 9001 quality management systems
  • Demonstrated proficiency in implementing ISO 9001 standards, conducting internal audits, and ensuring compliance with certification requirements.
  • Demonstrated ability to implement tailored quality processes effectively.
  • Expertise in ensuring compliance with quality standards and certification requirements.
  • Extensive practical experience leading internal and third-party audits for incident response and maintenance services.
  • Proficient in driving continuous improvement through audit findings including implementation of system engineering, risk management, assurance and governance principles and practices as they apply to large and complex programs.
  • Industry knowledge and experience within tunnels, major roads/highways, rail, aviation etc highly desirable.
  • High level of leadership, strategic thinking and management skills to deliver consistent outcomes across a large and complex safety-oriented organisation.
  • High level of skill in managing a large range of diverse technical skill with the ability to act as SME for Quality and Assurance management to advise stakeholders at all levels
  • High level of influencing, interpersonal, consultation, relationship building and negotiation skills that build and sustain productive relationships and partnerships
  • Strong sense of integrity to work within a highly regulated environment and the ability to work with highly sensitive and confidential information
