We are seeking an experienced and dynamic Project Manager to join our growing team in Doha, Qatar. In this pivotal role, you will lead the successful delivery of road asset management projects from conception through completion, driving excellence in infrastructure lifecycle management whilst fostering collaborative relationships with internal teams and external stakeholders. As a Project Manager specialising in road asset management, you will be instrumental in ensuring road infrastructure projects are delivered on time, within budget, and to the highest quality standards, whilst maintaining a customer-focused approach and supporting your team through every phase of the asset management lifecycle.
- Develop and maintain strong collaborative relationships with key stakeholders, including road authorities, maintenance contractors, traffic management teams, and community representatives, ensuring clear communication of asset management objectives, performance targets, and infrastructure deliverables
- Plan, organise, and oversee all aspects of road asset management projects, from condition assessments through maintenance delivery and asset renewal, ensuring alignment with road network strategic objectives and regulatory requirements
- Identify, analyse, and evaluate emerging risks related to road infrastructure deterioration, traffic disruption, safety hazards, and environmental constraints; escalate appropriately and implement timely solutions to maintain road network performance
- Manage road asset management budgets and financial forecasts, monitoring maintenance costs, capital expenditure, and whole-life asset costs whilst providing accurate financial reporting to road authorities and stakeholders
- Establish and maintain comprehensive asset management schedules, maintenance programmes, and renewal timelines; track progress against planned interventions and adjust strategies based on asset condition data and performance metrics
- Lead and coordinate cross-functional teams including asset engineers, maintenance crews, traffic management specialists, and data analysts, delegating responsibilities effectively whilst fostering an inclusive work environment focused on road network optimisation
- Conduct regular asset performance reviews and stakeholder meetings, ensuring all parties remain informed of road condition status, maintenance progress, and upcoming infrastructure interventions
- Manage changes to road asset management programmes through formal change control processes, evaluating impact on network performance and obtaining necessary approvals whilst maintaining transparency with road users
- Develop and maintain detailed asset registers, condition databases, maintenance records, and performance reports that comply with asset management standards and regulatory requirements
- Mentor and coach team members in asset management principles and road infrastructure best practices, supporting their professional development whilst fostering a culture of continuous improvement in asset stewardship
- Communicate proactively with road authorities, local communities, and road users, addressing concerns about road conditions, managing expectations during maintenance activities, and ensuring stakeholder satisfaction throughout asset management programmes
- Analyse road network performance data, asset condition trends, and maintenance effectiveness, identifying lessons learned and recommending asset management strategy improvements for future road infrastructure initiatives

**Required Experience:**
- Minimum 8+ years of professional project management experience
- Demonstrated experience managing projects of varying scales and complexity.
- Proven track record of delivering projects on time and within budget
- Experience coordinating with multiple internal and external stakeholders
- Experience in vendor and supplier management
- Familiarity with project management tools, systems, and software platforms
**Preferred Qualifications:**
- Recognized Project Management certification such as PRINCE2, APM, PMP, or equivalent
- HNC/HND or equivalent qualification in a relevant discipline
- Portfolio or program management experience
- Experience in a multicultural or international project environment
- Knowledge of quality assurance and quality control processes
- Experience with Lean or Agile project management methodologies
- Background in vendor relationship management and contract administration
