We are seeking a highly experienced Project Director to lead and manage the successful delivery of visionary master planning projects for a key client. This role requires strong leadership in technical, commercial, procurement, scheduling, and project control functions, while effectively managing a broad network of internal and external stakeholders, including consultants, contractors, and government authorities.
The ideal candidate will have extensive experience in master planning approvals, procurement strategies, financial planning, and consultant management to drive the seamless execution of large-scale development projects. The role also requires engagement with government agencies such as the Dubai Municipality (DM), Roads and Transport Authority (RTA), Dubai Electricity and Water Authority (DEWA), and other regulatory bodies to obtain necessary approvals and ensure project compliance.
Key Responsibilities
- Project Leadership & Delivery
- Oversee the planning, execution, and successful delivery of large-scale vision master planning projects, ensuring alignment with client objectives, regulatory requirements, and contractual commitments.
- Develop and implement project execution strategies that integrate technical, commercial, and operational considerations.
- Ensure that key project milestones are achieved on time, within scope, and within budget, while proactively managing project risks and challenges.
- Coordinate closely with master planning consultants, infrastructure planners, and environmental specialists to deliver comprehensive and integrated solutions.
- Government Approvals & Regulatory Compliance
- Lead the approvals process with government authorities, ensuring compliance with local regulations and planning guidelines.
- Engage with Dubai Municipality (DM) to obtain approvals for land use, zoning, and development regulations.
- Work with the Roads and Transport Authority (RTA) to ensure the integration of transportation networks, road access, and traffic impact assessments within the master plan.
- Collaborate with Dubai Electricity and Water Authority (DEWA) to secure approvals for power, water, and district cooling infrastructure requirements.
- Coordinate with other relevant authorities, including the Dubai Civil Defense (DCD), Telecommunications Regulatory Authority (TRA), and Environmental Protection Agencies, to ensure full regulatory compliance.
- Procurement & Consultant Management
- Develop and implement procurement strategies for engaging master planning consultants, infrastructure specialists, and technical advisory teams.
- Oversee the preparation of Requests for Proposals (RFPs), tender evaluations, and contract negotiations, ensuring alignment with project objectives and budget constraints.
- Manage the contract administration and performance monitoring of consultants and contractors to ensure project efficiency and adherence to agreed deliverables.
- Oversee the engagement of third-party service providers, such as feasibility study specialists, environmental impact assessors, and technical advisory firms.
- Financial Planning & Budget Control
- Support the preparation of annual budgets for project delivery, ensuring efficient allocation of resources and cost-effectiveness.
- Oversee financial forecasting, cost planning, and budget allocations, ensuring alignment with strategic priorities.
- Work closely with finance and procurement teams to ensure budget approvals, funding allocations, and expenditure tracking.
- Monitor project financial performance, providing regular budget updates, expenditure reports, and cost control recommendations.
- Implement cost optimization strategies to prevent overruns and improve financial efficiency.
- Stakeholder & Team Management
- Direct and coordinate multidisciplinary teams, including planners, engineers, consultants, and contractors, to ensure seamless project execution.
- Act as the primary liaison between the client and government agencies, regulatory authorities, and private sector partners, ensuring alignment of interests.
- Prepare and deliver high-quality presentations, reports, and project updates to senior leadership, stakeholders, and regulatory authorities.
- Support executive decision-making by providing structured technical, commercial, and financial insights.
- Scheduling, Reporting & Project Control
- Develop, track, and update project schedules, ensuring efficient sequencing of tasks and resource planning.
- Implement project control measures to monitor progress, manage risks, and proactively address deviations.
- Prepare and present progress reports, dashboards, and performance updates for senior management and external stakeholders.
- Utilize project management software (Primavera P6, MS Project) for scheduling, reporting, and decision-making.
Required Skills & Qualifications
- 20+ years of experience in project management, master planning, or large-scale infrastructure development.
- Proven expertise in delivering complex master planning projects and securing approvals from government agencies.
- Strong technical understanding of urban planning, infrastructure design, regulatory approvals, and environmental sustainability.
- Extensive knowledge of government approval processes, including DM, RTA, DEWA, DCD, TRA, and other relevant authorities.
- In-depth expertise in procurement, contract management, consultant oversight, and financial planning.
- Demonstrated ability to prepare and manage large-scale project budgets and ensure financial discipline.
- Expertise in stakeholder engagement, negotiation, and communication, with a proven ability to navigate complex project environments.
- Proficiency in developing presentations, preparing high-quality reports, and conveying project insights to diverse audiences.
- Advanced proficiency in project scheduling and control software (Primavera P6, MS Project, or equivalent).
Preferred Qualifications
- PMP, or equivalent project management certification.
- Master’s degree in Engineering, Urban Planning, Project Management, or a related field.
- Experience managing mega-projects or government-led urban development initiatives.
