We are seeking a detail-oriented and efficient Procurement Officer specializing in Roads Operations and Maintenance (O&M) to join our team in Doha, Qatar. The successful candidate will play a crucial role in managing procurement processes for our roads infrastructure projects, ensuring cost-effectiveness, quality, and timely delivery of goods and services.
- Develop and implement procurement strategies for roads operations and maintenance projects
- Manage the entire procurement lifecycle, from requisition to contract closure
- Conduct market research and vendor evaluations to identify potential suppliers
- Negotiate contracts and agreements with vendors to secure optimal terms and conditions
- Collaborate with internal stakeholders to understand project requirements and specifications
- Ensure compliance with company policies, local regulations, and international procurement standards
- Analyze spend data and market trends to identify cost-saving opportunities
- Manage vendor relationships and performance evaluations
- Coordinate with finance and legal departments to resolve contractual issues
- Maintain accurate procurement records and documentation
- Continuously improve procurement processes to enhance efficiency and effectiveness
- Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or related field
- Minimum 3-5 years of experience in procurement, preferably in the construction or infrastructure sector
- Proven experience in roads operations and maintenance (O&M) procurement
- Strong knowledge of procurement processes, contract management, and supply chain management
- Proficiency in procurement software and ERP systems
- Excellent negotiation and vendor relationship management skills
- Strong analytical and problem-solving abilities
- Proficient in Microsoft Office Suite
- Excellent communication and interpersonal skills
- Knowledge of roads operations and maintenance practices
- Familiarity with construction and infrastructure industry standards and regulations
- Understanding of international procurement standards and practices
- Professional certification in procurement or supply chain management (e.g., CPSM, CPIM) preferred
- Ability to work effectively in a fast-paced, multicultural environment
- Willingness to adapt to the local work culture in Doha, Qatar
