Egis with its partners (jointly called METAV) have been appointed as Network Manager, to work closely with the client in managing the planning, design and construction of 3 new underground metro lines in Tel Aviv. The 3 new metro lines will total 149km and 109 metro stations to serve 24 municipalities. Key figures:
- Operational in 2034.
- Estimated 2 million passengers per day will benefit from the new metro network.
- €50bn estimated cost.
- Benefits to Tel Aviv: 30% increase in public transport use and €8bn in economic benefits to the local economy.
Egis is hiring a Procurement Manager to join the METAV procurement team which has a key role in the procurement of the entire metro network across all disciplines. This is a unique opportunity to deliver a project across all phases: design, construction until operation.
- Exhibits decisive action to deliver the procurement strategy from development to delivery (construction phases) including all the tasks to be performed by all the consultants, contractors, financial and industrial partners.
- Guide the Line Managers (the Designers) for all topics relevant to procurement, commercial issues and contract management, ensuring consistency of approach across the network.
- Establish new Contract Management and Procurement procedures and processes on behalf of the Client.
- Support Client in undertaking procurement procedures by bringing international best practice experience
- Support Client in reviewing, assessing and managing procurement documentation and proposals from bidders
- Identify and manage procurement risks within own area of responsibility
- Support the Client in the assessment of procurement related deliverables and strategy proposals by the Line Managers
- Support the Client with market engagement and supplier discussion activities
- Develop methods of dialog with the Client and with the candidates for the several types of contracts
- Closely work with the Client’s procurement and contract management team.
- Exhibit problem solving with resiliency and conflict avoidance/management.
- Benchmark and apply best practices to large infrastructure projects.
- Apply continuous improvement and precision in detail.
- Ensure effective and efficient reporting to and interface with the Lead Procurement Manager
The candidate should have:
- At least 10 years’ experience in major infrastructure/transportation projects including mass transit.
- In depth knowledge of procurement for the metro/rail/LRT systems,
- Good knowledge of the various procurement strategy used to deliver LRT and MRT projects.
- Good knowledge in contract management and procurement processes
- Ability to lead and direct project teams.
- Ability to work well both in a team and individually.
- Ability to deliver complex tasks under pressure.
- Capacity to anticipate and make decisions
- Ability to analyse complex situations and interface with others.
- Authority to manage and interact with stakeholders and the client.
- Good understanding of public procurement principles, procedures, guidelines, standards
- Experience in public procurement documentation development in a large international Rail/LRT/Metro project would be an advantage
- High ethical standards and impeccable reputation
- Pro-active can-do attitude and a positive team-spirit
- Knowledge and experience in the application of FIDIC conditions of contract would be an advantage
- Experience and knowledge of budgeting, estimating, cost forecasting would be an advantage
- Good understanding of private sector business practices related to public projects would be an advantage
- Experience in successfully passing procurement audits would be an advantage
