Procurement Engineer will report to the Procurement Manager and is responsible for conducting analysis of market, provide advice and guidance within the assigned area, and undertake specific responsibilities for the provision of procurement related services (Supplier prequalification, vendor management, Contracts management) while demonstrating a good understanding of the concepts involved, the related processes, and how these affect the Project.
Responsibilities:
- Participate in scoring and evaluation of tenders for project stakeholders i.e. Contractors, Designers, Site supervision, etc.
- Assist in the preparation of the request for proposals (RFP) for the assigned Contract disciplines required under the project in adherence to project procurement procedures and the Saudi Procurement Law.
- Manage the end-to-end sourcing process by following a robust pre-qualification procedure.
- Ensure competent construction companies, both local and international are invited to bid.
- Ensuring tender submittal on time, opening session has been attended, and announce all information to concerned department.
- Maintain and regularly update list of qualified companies for Construction\Design\O&M Contracts
- Compilation of various input to create a more complete tender proposal.
- Liaises with the Construction Department on an ongoing basis with respect to Tender requirements and Tender status.
- Corresponds with vendors in conjunction with the tender process as required, i.e. non-disclosure agreements (NDA), confirmation of interest, etc.
- Assists in preparation and/or review of Tender Documentation Packages comprising of Instructions to Bidders Contract Form, General Terms Conditions, Bid Forms, etc.
- Maintains tender files and arranges their archiving upon Tender completion.
- Prepare Tenders status reports and expected timelines on a regular basis and when requested ensuring all data is available and accurate
- Prepare correspondences to internal departments, bidders and contractors.
- Prepare tenders and standardized tender templates and documentations.
- Assist in developing the RFP and play a key role in facilitating tender evaluation process.
- Perform analysis to support procurement strategy, planning and initiatives
- Other tender/bid management duties as requested.
- Bachelor’s degree in engineering / architecture.
- Minimum 8 years of experience in a similar field.
- Intermediate to advanced level skills with Microsoft Office software; Word, Excel.
- Ability to plan and manage multiple tasks/projects, detail oriented.
- Excellent analytical and problem-solving skills.
- Ability to perform in a high press.
- Excellent communication skills in English.
- Team player.
- Previous experience in a procurement function for a large project / program / portfolio.
