About the Role

OCS Lead is responsible for the design, technical oversight, project delivery, and engineering governance of overhead catenary system (OCS) infrastructure for rail and transit projects in Toronto, Ontario, Canada.

The role provides leadership throughout feasibility, preliminary design, detailed design, construction support, testing, and commissioning phases. Working within multidisciplinary project environments, the position coordinates with civil, structural, electrical, systems, and construction teams to ensure OCS solutions meet project requirements, industry standards, regulatory obligations, safety requirements, and client expectations. The role also supports stakeholder engagement, technical reviews, risk management, quality assurance, budget control, and schedule performance.

The ideal candidate brings at least 10 years of railway OCS design experience, strong technical leadership capability, and experience delivering complex mainline rail, subway, LRT, or high-speed rail projects while maintaining accountability for engineering quality, commercial performance, and project execution
 

Key Responsibilities

  • Provide technical leadership for OCS engineering design and project delivery across railway and transit infrastructure projects.
  • Coordinate multidisciplinary engineering activities with civil, structural, electrical, systems, and construction teams.
  • Review, approve, and provide technical assurance for OCS designs, drawings, specifications, and engineering calculations.
  • Sign and certify engineering reports, design documentation, technical calculations, and project deliverables in accordance with professional practice requirements.
  • Ensure compliance with applicable railway standards, engineering codes, client requirements, and regulatory obligations.
  • Coordinate stakeholder engagement activities with clients, contractors, consultants, and regulatory authorities.
  • Participate in project meetings and provide technical guidance on OCS engineering matters.
  • Manage resource allocation, workload planning, and delivery priorities for OCS engineering activities.
  • Mentor engineers and designers while supporting technical development and knowledge transfer initiatives.
  • Implement QA/QC procedures and engineering quality management processes for project deliverables.
  • Conduct design reviews, technical audits, and engineering assurance assessments.
  • Develop and monitor project schedules, milestones, and delivery plans for OCS scope.
  • Support project cost control activities, budget monitoring, forecasting, and commercial reporting.
  • Identify technical and project risks and develop mitigation strategies to support successful project delivery.
  • Prepare technical reports, engineering documentation, progress updates, and stakeholder presentations.
  • Maintain project records, document control processes, and technical correspondence.
  • Provide engineering support during construction, testing, commissioning, and system integration activities.
  • Resolve field issues associated with OCS installation, interfaces, and operational readiness.
  • Monitor industry developments, emerging technologies, and engineering best practices within railway electrification systems.
  • Drive continuous improvement initiatives and support engineering innovation across project teams.
  • Manage project execution activities and ensure deliverables align with approved project schedules.
  • Track deliverables, invoices, and commercial commitments to support project reporting requirements.
  • Prepare monthly project performance presentations for leadership and project stakeholders.
  • Monitor project financial performance and support profitability and cost-management objectives.

What do we need from you

Required

  • Bachelor's degree in Engineering or equivalent qualification in Electrical Engineering, Mechanical Engineering or a related engineering discipline.
  • Professional Engineer (P.Eng.) designation in Ontario.
  • Minimum 10 years of railway industry experience focused on OCS design and delivery.
  • Demonstrated experience as an OCS Engineer during feasibility, preliminary design, detailed design, and constructability assessment phases.
  • Strong understanding of overhead catenary systems, railway electrification systems, and engineering delivery processes.
  • Experience leading multidisciplinary engineering teams on rail and transit infrastructure projects.
  • Proficiency with MicroStation and AutoCAD for OCS design development and production.
  • Experience conducting design reviews, technical assessments, and engineering documentation reviews.
  • Strong knowledge of engineering standards, codes, quality management practices, and regulatory compliance requirements.
  • Excellent communication, stakeholder management, leadership, and coordination skills.
  • Experience supporting project schedules, budgets, technical reporting, risk management, and construction support activities.
  • Fluent English communication skills, both written and verbal.

Preferred

  • Commissioning supervision experience on railway infrastructure projects.
  • Mainline or heavy rail project experience.
  • High-speed rail project delivery experience.
  • Previous involvement in major mainline rail, metro, subway, or LRT programs.
  • PMP certification.
  • Experience supporting testing, commissioning, and operational handover activities.
  • Experience driving digital engineering initiatives and process improvement programs.
  • Exposure to complex railway systems integration environments.
