We are seeking a detail-oriented and analytical Linear Highway Asset Engineer (Roads O&M) to join our team in Doha, Qatar. In this role, you will be responsible for the Asset Management and lifecycle performance of linear highway assets across the road network, ensuring their safety, serviceability, compliance, and cost-effective maintenance.
The role covers assets including roadway signage, road markings, and road safety furniture such as vehicle crash barriers (metal beam, cable, and concrete), terminals, transitions, and crash cushions.
Key Responsibilities
- Asset management of linear highway infrastructure, including regulatory, warning, and directional signage; road markings (longitudinal, transverse, thermoplastic, cold plastic, raised pavement markers); road restraint systems (steel beam guardrail, cable barrier, concrete barrier); crash cushions, end terminals, transitions, and associated safety hardware.
- Ensure adherence to contract requirements, technical specifications, and performance standards, and achieve all contractual Service Level Agreements (SLAs).
- Develop and maintain asset registers within the Asset Management System, ensuring accurate inventory, condition, and performance data.
- Establish and develop condition assessment criteria and performance indicators for linear highway assets.
- Analyze inspection and condition data to assess asset health, identify deterioration trends, and prioritize interventions.
- Develop and implement maintenance strategies, including corrective maintenance and planned preventative maintenance, to optimize asset performance and whole-life cost.
- Propose rehabilitation and replacement programs based on risk, safety impact, asset criticality, and lifecycle cost analysis.
- Lead and direct inspection teams to carry out routine and detailed inspections of signage, markings, and vehicle restraint systems.
- Manage defect identification, response prioritization, and repair programs in line with contractual KPIs, SLAs, and safety requirements.
- Collaborate with multidisciplinary teams (pavement, structures, traffic operations, and safety) to ensure an integrated approach to road operations and maintenance.
- Manage maintenance and minor works projects, ensuring delivery within time, budget, quality, safety, and contractual constraints.
- Prepare technical reports, investment plans, lifecycle forecasts, compliance reports, and performance dashboards for stakeholders.
- Provide technical expertise and guidance to junior engineers and inspectors.
- Stay updated on industry standards, innovations, and best practices in highway asset management and road safety systems.
- Bachelor’s degree in Civil Engineering or a related discipline.
- Minimum of 8 years of experience in highway operations and maintenance, with specific exposure to linear highway assets and road safety systems.
- Strong knowledge of maintenance principles and practices for traffic signs and support structures; road markings and retroreflectivity performance; vehicle restraint systems (VRS) and crash attenuation devices.
- Proven experience in infrastructure asset management, condition assessment methodologies, and lifecycle planning.
- Good understanding of highway safety engineering principles and roadside safety design.
- Experience working with Asset Management Systems and inspection databases.
- Strong analytical and problem-solving skills, with the ability to interpret condition data and develop risk-based investment strategies.
- Excellent attention to detail and ability to manage multiple asset streams simultaneously.
- Effective communication skills, both written and verbal, including report writing and stakeholder presentations.
- Ability to work collaboratively within multidisciplinary teams.
- Willingness to travel within Qatar for site inspections and audits.
