About the Role

The Planning Lead, as part of the Client’s Project Control Team, is responsible for overseeing network-level monitoring, control, and scheduling activities across multiple projects. This role focuses on ensuring that contractors, designers, and strategic partners adhere to project objectives, contract requirements, and industry best practices. Instead of direct schedule development, the Planning Lead provides schedule governance, auditing, and oversight, ensuring project execution remains aligned with the Client’s expectations and strategic goals.

 

This position requires expertise in assessing and reviewing baseline cost- and resource-loaded schedules submitted by contractors using Primavera P6, as well as verifying time-chainage schedules in Tilos for accurate project visualization. Responsibilities include analyzing time impact assessments (TIA) to evaluate delays and recommend recovery strategies, reviewing and validating schedule updates to ensure compliance with contract specifications, monitoring and reporting on schedule performance, identifying variances, and advising on corrective actions. The Planning Lead will also conduct sensitivity analyses to assess the potential time and cost implications of schedule changes.

 

The role extends to developing and maintaining schedule reporting standards, applying Earned Value Management (EVM) techniques, and ensuring contractor compliance with project scheduling requirements. The Planning Lead prepares progress reports, dashboards, and visual presentations for senior management, ensuring clear communication of schedule status, risks, and mitigation strategies. Acting as a liaison between the Client and contractors, the Planning Lead facilitates issue resolution and ensures contract compliance while promoting effective stakeholder engagement. Participation in planning and scheduling meetings with internal teams, contractors, and external stakeholders is critical to maintaining alignment on project timelines and milestones.

 

Risk management and compliance are core aspects of this role. The Planning Lead will audit contractor-submitted schedules for accuracy, flag schedule-related risks, and support the Client’s risk management framework by contributing to risk registers and mitigation strategies. Additionally, this role involves tracking and reporting materialized risks, ensuring project delays and cost impacts are identified early and managed effectively.

 

Supporting contract and governance efforts, the Planning Lead will assist in drafting Requests for Proposals (RFPs), particularly regarding scheduling requirements and reporting expectations. The role includes maintaining and updating the Client’s Schedule Management Plan, ensuring it reflects best practices and aligns with contractual obligations. The Planning Lead will also define and enforce schedule coding structures and breakdowns, ensuring reporting consistency across projects.

 

To succeed in this role, candidates must have a strong understanding of sequencing, scheduling, and coordination in tramway, LRT, or major transportation and infrastructure projects. They must demonstrate the ability to audit and assess contractor schedules, manage cost, time, and quality objectives, and oversee construction progress monitoring, issue resolution, and compliance reporting. The ability to conduct schedule impact analyses, scenario modeling, and risk assessments is critical. Strong presentation and reporting skills, particularly in stakeholder engagement and high-level project oversight, are essential.

 

Preferred qualifications include PMP certification, a cost control background, and experience working on mega-projects or infrastructure programs in the Middle East.
