ERTO serves as the contractor, responsible for delivering comprehensive services including routine and preventive maintenance, asset renewals, and upgrades, in alignment with health, safety, and environmental standards. ERTO plays a key role in coordinating with stakeholders, ensuring compliance with ISO-certified management systems, managing risks, optimizing asset performance, and implementing sustainability initiatives to reduce the environmental impact of operations. Additionally, ERTO oversees the safety documentation, change control processes, and ensures that all activities align with Transport Infrastructure Ireland’s (TII) goals for efficiency, resilience, and sustainability.
We are in the Dublin Tunnel Control Building on East Wall Road, Dublin 3. The position requires compliance with ethical codes, internal rules, local regulations, and health and safety rules for Egis Road and Tunnel Operation activities. This site is secure and offers parking.

Position: Health, Safety, Environment, and Quality (HSEQ) Manager
Job Location: Egis Road and Tunnel Operation, East Wall Road, Dublin 3
Immediate Supervisor: Tunnel Director & COO Egis Ireland
The role is split: 80% ERTO (Egis Road and Tunnel Operation) / 20% Egis Ireland
The HSEQ Manager is responsible for overseeing all aspects of health, safety, environment, and quality across the Organisation. The HSEQ Manager role will also include Data Protection Officer (DPO) responsibilities.
This role integrates compliance, risk management, and continuous improvement to ensure the delivery of safe, sustainable, and high-quality services. The HSEQ Manager promotes a proactive safety culture while driving operational excellence and ensuring adherence to legal, regulatory, and contractual requirements.
In particular the HSEQ Manager ensures conformity to:
- OMTTCC Term Service Contract – in the scope of QESH obligations.
- PPP O&M Contract Obligations – in the scope of QESH obligations
- Applicable health and safety legal requirements
- Applicable environmental legal requirements
- International standard ISO 9001: 14001, 27001, 45001, 50001, 55001.
KEY RESPONSIBILITIES
Health, Safety, and Environmental Leadership:
- Develop and implement integrated health, safety, environment, and quality (HSEQ) management systems aligned with ISO 9001, 14001, 27001,45001, 50001,55001, and other relevant standards.
- Lead initiatives to foster a proactive culture of safety, sustainability, and quality across the organization.
- Act as the principal advisor to senior management on all HSEQ matters.
- Compliance and Risk Management:
Ensure compliance with all applicable legal, regulatory, and contractual HSEQ requirements.
- Conduct regular audits, inspections, and risk assessments to identify and mitigate potential hazards and non-conformances.
- Maintain and update safety, environmental, and quality documentation, including policies, risk assessments, and emergency plans.
Incident Management and Emergency Preparedness:
- Lead investigations into incidents, near-misses, and non-conformances to identify root causes and implement corrective actions.
- Collaborate with the Tunnel Safety Officer and emergency services to develop and evaluate emergency response plans.
- Organize emergency drills and safety training for staff and stakeholders.
Quality Assurance and Continuous Improvement:
- Monitor performance against Key Performance Indicators (KPIs) and develop strategies for continuous improvement.
- Conduct internal audits and oversee third-party inspections to ensure quality standards are maintained.
- Drive innovation and adopt industry best practices to enhance operational efficiency and effectiveness.
Training and Development:
- Design and deliver comprehensive training programs to improve staff competency in HSEQ principles.
- Ensure ongoing professional development for employees to meet the evolving demands of HSEQ management.
Sustainability and Environmental Responsibility:
- Implement initiatives to minimise environmental impact and align operations with sustainability goals.
- Promote eco-design principles, efficient resource utilization, and waste reduction strategies.
Stakeholder Collaboration:
- Act as a liaison with regulatory bodies, clients, subcontractors, and other stakeholders to ensure transparency and compliance.
- Work with subcontractors and partners to enforce HSEQ standards across all operations.
Reporting and Performance Monitoring:
- Prepare detailed reports on HSEQ performance, incidents, and improvement initiatives for senior management and clients.
- Use data analytics to identify trends, gaps, and areas for improvement.
Data Protection Officer responsibilities for Egis Ireland (Reporting to Country CEO)
- Oversee data protection compliance, including GDPR implementation.
- Developing and maintaining policies.
- Delivering staff training and ensuring the secure handling and storage of personal data
QUALIFICATIONS
- Bachelor’s degree in Health and Safety, Quality Management, Environmental Science, or a related field.
- Professional certifications such as NEBOSH, IOSH, ISO Lead Auditor, or equivalent.
- Minimum of 5 years of experience in a senior HSEQ management role, preferably in infrastructure or operations.
SKILLS
- Comprehensive knowledge of health, safety, quality, and environmental regulations and standards.
- Previous DPO experience is advantageous.
- Strong analytical and problem-solving skills for risk assessment and incident investigation.
- Proficiency in HSEQ management software and data analytics tools.
- Excellent team leadership, communication, and interpersonal skills to engage with multidisciplinary teams and stakeholders.

- Compliance rates with HSEQ audits and inspections.
- Reduction in workplace incidents, non-conformances, and environmental impacts.
- Staff participation in training and safety initiatives.
- Achievement of sustainability and quality improvement goals.
