- Manage and oversee all financial disbursement processes for rail project, ensuring compliance with contractual and regulatory requirements.
- Monitor and track disbursement schedules and ensure timely, accurate processing of payments and funding.
- Ensure that financial documentation related to disbursements is complete and accurate, and maintain up-to-date records of all financial transactions.
- Collaborate with project teams, clients, and external stakeholders to ensure the financial aspects of projects are effectively managed.
- Prepare regular financial reports and analysis related to disbursements, funding, and financial performance for senior management and stakeholders.
- Work closely with auditors and compliance officers to ensure all financial operations comply with applicable laws, regulations, and standards.
- Assist in the development and implementation of financial policies and procedures for disbursement activities.
- Contribute to the preparation of project budgets, financial forecasts, and funding requirements.
- Support financial operations related to International Financial Institutions (IFIs) such as the European Bank for Reconstruction and Development (EBRD) and ensure proper financial controls in place.
- A Bachelor's degree in International Finance, Finance, Accounting, or a related field (or equivalent).
- A minimum of 10 years of professional experience in finance, with at least 5 years of experience in financial disbursements or project finance management.
- Strong understanding of financial systems, disbursement processes, and financial controls.
- Experience working with EBRD projects or similar multilateral financing institutions is highly desirable.
- Previous work experience in the region is a strong advantage.
- Excellent knowledge of financial regulations, policies, and procedures related to international finance.
- Strong analytical, organizational, and problem-solving skills.
- Ability to work under pressure and manage multiple priorities effectively.
- Proficient in financial software and MS Excel.
- Strong written and verbal English communication skills, with the ability to interact with internal and external stakeholders at all levels.
