The Deputy Director supports the Director of the Water, Environment and Energy Production Center in Manila in managing the center's operations, technical production, business development, and strategic growth.
The role combines technical leadership, project delivery oversight, proposal management, and market development activities. The Deputy Director contributes to the expansion of the Production Center's capabilities in Water, Environmental Engineering, and Energy Transition services while ensuring the highest standards of quality, efficiency, and client satisfaction.
Acting as the Director's second-in-command, the Deputy Director may represent the Production Center internally and externally and assume leadership responsibilities in the Director's absence.
The successful candidate shall possess strong expertise in water and environmental engineering, a solid understanding of engineering consulting practices, and demonstrated experience in developing technical and commercial proposals for international and local projects.
Main Responsibilities
1 - Operational and Technical Management
· Support the Director in the day-to-day management of the Production Center.
· Monitor the performance, workload, and utilization of multidisciplinary engineering teams.
· Ensure technical excellence and quality assurance across deliverables.
· Promote the application of best practices, engineering standards, BIM methodologies, and digital tools.
· Coordinate with project managers and technical leaders to ensure efficient resource allocation.
· Contribute to the development and implementation of operational improvement initiatives.
· Lead selected strategic projects and technical assignments.
2 - Business Development
· Support the development and execution of the Production Center's growth strategy in the Philippines and Southeast Asia.
· Identify and pursue new business opportunities in the water, wastewater, flood management, environmental, climate resilience, and energy sectors.
· Develop and maintain strong relationships with government agencies, utilities, development banks, local authorities, and private sector clients.
· Represent Egis at industry events, conferences, client meetings, and professional associations.
· Monitor market trends, investment programs, and upcoming procurement opportunities.
3 - Proposal and Tender Management
· Lead the preparation of Expressions of Interest (EOIs), Technical Proposals, and Financial Proposals for local and international tenders.
· Coordinate multidisciplinary proposal teams and external partners.
· Manage proposal schedules and ensure compliance with client requirements.
· Contribute to bid/no-bid analyses and strategic positioning decisions.
· Prepare technical approaches, methodologies, staffing plans, project references, and presentation materials.
· Support contract negotiations and project mobilization activities.
4 - Team Leadership and Staff Development
· Mentor and develop engineering, environmental, BIM, GIS, and modelling teams.
· Support recruitment, onboarding, and workforce planning initiatives.
· Promote knowledge sharing and cross-functional collaboration.
· Participate in performance management and competency development programs.
· Foster a culture of safety, quality, innovation, and continuous improvement.
5 - International Collaboration
· Coordinate closely with Egis regional and international teams.
· Facilitate collaboration between Manila production teams and project offices worldwide.
· Contribute to the strengthening of the Manila Production Center's role as a global delivery hub.
· Support the development of international partnerships and joint ventures.
1 - EDUCATION
· Master's Degree or Bachelor's Degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, Hydraulic Engineering, Energy Engineering, or a related discipline.
· Professional Engineer registration is considered an advantage.
2 - Experience
· Minimum 10 years of professional experience in engineering consulting, with a significant focus on water, environmental, or energy infrastructure projects.
· Proven experience in proposal preparation and tender management.
· Demonstrated experience in business development, client engagement, and market expansion activities.
· Experience managing multidisciplinary engineering teams and coordinating complex projects.
· Experience working on projects funded by international development institutions such as ADB, World Bank, AFD, JICA, MCC, or similar organizations is highly desirable.
3 - Technical Skills
· Strong understanding of water supply, wastewater, flood risk management, hydrology, hydraulics, climate resilience, environmental engineering, and/or energy transition projects.
· Familiarity with engineering design processes, project management methodologies, and quality assurance procedures.
· Knowledge of BIM, GIS, hydraulic modelling, and digital engineering tools is an advantage.
· Understanding of Philippine water sector institutions, regulatory framework, and procurement practices.
4 - Commercial and Leadership Skills
· Strong business development and networking capabilities.
· Excellent proposal writing and technical communication skills.
· Ability to identify opportunities and convert prospects into projects.
· Strong project management and organizational skills.
· Ability to lead teams, influence stakeholders, and manage priorities effectively.
5 - Languages
· Excellent written and verbal English communication skills.
· Knowledge of Filipino/Tagalog is an advantage.
· French language skills would be considered a strong asset.
