About the Role

• To provide strategic advice for long-term Operation and Maintenance Delivery, governance, process and procedures including assets lifecycle activities and supply change.
• To provide strategic advice for interoperability between Green and Brownfield Projects and potential impact on current services.
• To provide strategic advice on custodianship transfers during different stages of Phase 1 to Phase 2 services.
• To provide strategic advice on Maintenance Work Management policies and procedures.
• Provide insights into the specific maintenance needs of equipment and systems with a particular focus on depot operations and interfaces.
• To validate that Employers Requirements specified Depot Operations and Management and its interfaces.
• To ensure that necessary facilities and equipment specified for the depots are in keeping with industry best practice.
• To gather information and plan the revision of technical documentation from relevant stakeholders.
• To specify, develop, and implement the content in the Employers Requirements.
• To distribute and obtain approval from relevant stakeholders, the update Employer requirements.
• Support in defining technical performance standards and requirements.
• Ensure all documentation is clear, concise and tailored to the needs of stakeholders.
• Ensure all relevant information and responsibilities are clearly communicated and documented.
• Engage with the market to identify and incorporate the latest best practices in railway maintenance.
• Ensure documentation reflects current industry standards and innovation.
• Work closely with subject matter experts and technical writers to gather information and understand the technical aspects of railway maintenance.
• Collaborate with cross-functional teams, including engineering, project management, and customer support, to ensure accurate and up to date documentation.
• Maintain and update existing documentation to reflect project updates, new features, and user feedback.
• Develop and maintain documentation standards and templates to ensure consistency across all technical documentation.
• Stay up to date with industry best practices and incorporate them into the documentation process.
• Identify and implement strategies to maximize system safety, reliability, availability, and maintainability.
• Ensure adherence to all relevant safety regulations and industry standards, conducting risk assessments and audits as necessary, implementing best practices in risk assessment and hazard analysis.

Coordinate with project managers, system engineers, and other stakeholders to align System design with overall project objectives and regulatory bodies.
• Collaborate with clients, contractors, and regulatory bodies to align project objectives and deliverables.
• Understands the Service Provider Contract, General Maintenance Work Requirements, KPRs and maintenance related requirements to comply with and maintain the Operational Safety Certification.
• Comply with all Qatar Rail CMS Policies and Standard Processes and Procedures.
• Support the development and implementation of workstreams for planning, development and implementation of policy and procedures for: minimising life cycle maintenance costs, maximising availability of systems and facilities, maximising reliability and providing protection for employees, facilities, equipment, and parts.
• Coordinate internal workshops and meetings with other discipline experts to ensure consistency of technical processes and procedures.
• Support the assessment of the maintenance strategies for future extensions.
• Perform and carries out other duties as instructed / directed by Line Manager.
• Meet Key Performance Indicators according to targets agreed with the Line Manager and provides reports on time.


What do we need from you

• Master’s or bachelor’s degree Electrical or Mechanical Engineering or related discipline.
Membership of relevant professional engineering association is desirable but not limited.

• 15+ years in the rail industry, with a focus on metro and tram systems.
• Strong background in maintenance contract management with excellent communications skills. Preferably in the railways industry.
• Proven track record on Asset Management for railways industry.
• Knowledge on maintenance, construction, and design for metro systems
• In-depth knowledge of rail safety standards and industry regulations.
• Background in development of Asset Management policies and procedures
• Experience in specifying and setting up MMS systems or equivalent
