About the Role

Role Overview

We are seeking for a driven professional to join our team as the Head of Tender Unit Production Centre across the Asia Pacific markets and all Business Lines, reporting directly into the Chief Commercial Officer for Asia Pacific. Over 70% of sales volume in the region is conducted on small to medium sized specialist engagements and panel / framework agreements and the Head of TU Production Centre will service a significant volume of these foundational opportunities to support increased win success, profitability, efficiency and effectiveness. 

In this role, you will oversee the day-to-day operations and long-term development of the Tender Unit Production Centre team to be hubbed out of the Philippines with a network of supporting resources in other locations to support foundation sales and tendering across Asia Pacific. Preferably based in the Manila the role will require strength in customer service mentality, timely and efficient team delivery, commercial and sales acumen, and establishment and management of process and system led operations, ensuring that tendering activity is delivered efficiently, consistently, and in line with Regional and Group standards.

As a senior point of coordination, you will provide supporting coverage to the Tender Unit Director – Asia Pacific on governance, risk management, system definition, coordination, administration and collaboration across departments in the pursuit of major and strategic opportunities.

Key Insights

  1. Innovation and Continuous Improvement: Champion continuous improvement across the P1 Process (tender), tools and strategies, ensuring the Tender Unit remains efficient, competitive and responsive to market demands. Propose and implement innovative approaches that enhance both the quality and effectiveness of submissions. A key focus will be maximising digital platforms such as CRM, Smartsheet and Power BI to drive greater consistency, visibility, and operational efficiency across all tenders.
  2. Resource Allocation and Management: Oversee resource allocation across tenders and geographies, working closely with Tender Unit Service Line Partners to ensure workloads remain balanced and efficient. This includes forecasting demand, prioritising assignments, and making adjustments to meet client deadlines and strategic objectives.
  3. Mentorship and Team Development: Foster a culture of mentorship, providing guidance and support to help team members develop their skills and careers. Encourage collaboration, innovation, and continuous learning across the Tender Unit. Working with the Tender Unit Director, establish and embed a structured career development framework for all roles, creating clear progression pathways and professional development opportunities aligned with Regional, Group, and APMP best practices.
  4. Budget, Bid Costs and Performance Analysis: Oversee the Tender Unit’s Asia Pacific budget while tracking and controlling bid-specific costs. This includes monitoring operating expenditure, maintaining accurate records of bid spend (RFPs, Translations, etc) and developing benchmarks to inform future competitiveness. The role will provide oversight of price-to-win analysis and ensure that resources and costs are managed efficiently, keeping submissions both competitive and profitable.
  5. Strategic Leadership and Technical Storyboarding: Provide senior-level strategic input on key tenders, offering insights and recommendations on business opportunities, risks, and overall tendering approach. Take responsibility for driving the successful execution of high-profile or high-value tenders that align with the company’s long-term goals. As part of this, support and oversee the technical storyboarding process, ensuring submissions are clear, well-structured, and persuasive. Working closely with technical experts, strategy partners, and the business development community, the role will ensure that technical solutions are communicated effectively and demonstrate strong alignment with client needs.
  6. Talent & Resource Management: As the focal point for recruitment, support with resource planning for both immediate and pipeline tenders, working with the talent acquisition team to drive targeted recruitment campaigns.
  7. Tender Governance and Risk Management: Provide support to the Tender Unit Director on the implementation of tender governance processes, ensuring all tenders comply with company policies, risks identified on tenders are assessed and ensure mitigation strategies are captured to protect the company's interests.
  8. Cross-Functional Collaboration: Act as a senior liaison between tender teams, senior management, and other functional areas (such as legal, commercial, finance, and operations). Ensure alignment between business lines, departments, and regions to optimise the tender process and ensure the highest quality responses.

What do we need from you

  • Degree in business, engineering, finance, or a related field (Master’s preferred), with significant experience in tender management and business development.
  • Proven leadership in managing complex, high-value tenders, ensuring efficient resource allocation and team oversight.
  • Strong commercial and financial acumen, with expertise in pricing strategies, profitability analysis, and risk mitigation.
  • Experience in developing and executing client-focused tender strategies, tailoring submissions to align with key client needs.
  • Ability to mentor and develop teams, fostering a culture of collaboration, innovation, and continuous learning.
  • Strategic decision-making skills, providing insights and recommendations on business opportunities and tendering approaches.
  • Proficiency in tender governance and compliance, ensuring adherence to company policies, industry standards, and contractual obligations.
  • Excellent stakeholder management skills, acting as a senior liaison between tender teams, executive leadership, and cross-functional departments.
  • Strong analytical skills, with experience in performance monitoring, reporting, and process optimisation for continuous improvement.
