About the Role

About the Role:

We are seeking a Major Projects Business Development Engineer to support our Major Projects Pursuit team in the preparation, coordination, and submission of proposals for complex infrastructure and transit projects across Canada. The BD Engineer may then transition to support project execution following award.

This role is ideal for an engineer who is interested in learning about the whole project lifecycle – applying their technical foundation to the relationship, contractual, and strategic aspects of winning and delivering work in a highly competitive market.

Reporting to the Vice-President, Major Projects, the BD Engineer will bridge engineering knowledge with business development acumen, ensuring alignment between technical solutions, proposal strategy, client requirements and successful implementation.

Key Responsibilities:

Business Development

  • Build and maintain a rigorous pipeline of opportunities: capture and maintain data in CRM, provide updates and reporting, prioritize targets, and drive early positioning.
  • Build and sustain relationships with key clients (public and private) and partners; grow your own long-term network.
  • Own and execute the strategic action plan for priority clients, markets and projects in Canada.
  • Support client-facing activity (meetings, conferences, seminars) and prepare presentations, decks, capability statements.
  • Qualify the opportunities with technical and market background information, while mapping the competitive landscape.
  • Support in the definition of the winning strategy of targeted opportunities.
  • Facilitate Go/No-Go / Bid/No-Bid decisions with internal stakeholders.
  • Coordinate with partners and internal teams.

Proposal Management

  • Contribute to proposal management through application of project management skills, ensuring on-time delivery, clear objectives, full understanding of client needs, to secure a complete, compliant, and competitive offer.
  • Support the preparation of RFQ/RFP submissions, including coordinating inputs from technical, commercial, financial, and legal teams.
  • Review and analysis procurement documents, identifying key commercial terms, risks, and obligations.
  • Work closely with pursuit managers, engineering leads, estimators, and external partners to ensure high-quality, compliant submissions.
  • Ensure compliance with internal quality procedures (Winning Strategy, Go/No-Go, Bid/No-Bid, and other internal approvals).
  • Maintain pursuit records, manage proposal schedules, and coordinate review workshops.
  • Manage relationships with partners and project stakeholders.
  • Attend pre-bid meetings and post-submission debriefs; document outcomes and lessons learned.
  • Capture lessons learned from major pursuits and support the refinement of business development and pursuit processes.
  • Collaborate closely with the technical leadership and resource planning teams to ensure a clear view of resourcing needs as part of the execution planning process.

Major Project Delivery Support

  • Once awarded, ensure smooth transition from proposal to delivery.
  • Support mobilization and project set-up.
  • Prepare the formal hand over from proposal team to delivery team, with clear highlights around assumptions, risks, and opportunities.
  • If required by the project and business needs, transition to support the execution as part of the delivery team.

What do we need from you

  • Bachelor’s degree in engineering, P.Eng. in good standing.
  • 3–5 years of experience in engineering, project delivery, proposals, or business development (major infrastructure experience preferred).
  • Project Management designation (PMP, CAPM, PRINCE2) is an asset.
  • Strong understanding of procurement processes (EOI, RFQ, RFP).
  • Strong interest in major projects and alternative delivery models (e.g., P3, Alliance, PDB).
  • Excellent organizational skills with the ability to manage multiple priorities under tight deadlines.
  • Strong communication and writing skills, with attention to detail in technical and commercial documentation.
  • Proficiency in MS Office; experience with scheduling or project management tools is an asset.
  • Proven ability to coordinate project teams and mobilize diverse contributors.
  • Knowledge of the Canadian transportation and Infrastructure market is an asset.
  • Proficient in Microsoft Office (Word, PowerPoint, Excel).
  • Bilingual in French and English is an asset.
