About the Role

We are seeking a detail-oriented and analytical Asset Planner (Roads O&M) to join our team in Doha, Qatar. In this role, you will be responsible for implementing effective asset management strategies for road infrastructure, ensuring optimal performance and longevity of our transportation network.

You will work closely with operations, maintenance and engineering teams to plan, prioritise and monitor interventions across linear highway assets (pavements, markings, barriers, signage) and ITS assets (gantries, VMS, CCTV, detectors, cabinets, power and communication equipment).

  • Develop and maintain comprehensive asset management plans for road infrastructure, specifically linear assets including road markings, lining, vehicle restraint systems and directional signage.
  • Analyze asset condition and performance data to identify trends, patterns, and areas for improvement in road infrastructure maintenance
  •  Create maintain and quality-check asset registers and hierarchies, including condition, criticality and performance metrics for linear assets, ensuring data is complete, traceable and audit-ready.
  • Collaborate with cross-functional teams to prioritize maintenance activities and capital projects  Prepare budget forecasts and multi-year financial plans for asset maintenance, rehabiliation and replacement including scenario analysis and value-for-money considerations.
  • Utilize GIS and asset management systems to track and visualize asset information across highway networks, including spatial mapping of linear and point assets.  Develop and implement preventive maintenance schedules to optimize asset lifecycle, coordinating with O&M contractors and field teams to optimise asset reliability and availability.
  • Monitor and report on key performance indicators (KPIs) and service levels related to road asset management, providing regular dashboards and exception reports.
  • Ensure compliance with relevant regulations, technical standards and contract requirements, including road and ITS standards, HSE procedures and management systems.
  • Contribute to the continuous improvement of asset management processes and procedures, including data governance, reporting templates, audits and lessons learned from operations and performance reviews.

What do we need from you

  • Bachelor’s degree in Civil Engineering, System Engineering, Earth Sciences, Asset Management, or a related field
  • Minimum of 8-10 years of experience in infrastructure projects, including at least 3-5 years in asset management, operations & maintenance planning, auditing or performance monitoring for networked assets.
  • Demonstrated knowledge of infrastructure asset lifecycle management, including inspection, preventive maintenance, rehabilitation and renewal planning for linear assets.  Proficiency in asset management systems (EAMS), GIS software, and data analysis tools to support decision making and reporting.
  •  Experience with project management practices, including planning, scheduling, budgeting, risk management and client reporting; strong command of Microsoft Office Suite, particularly Excel.
  • Excellent analytical and problem-solving skills,a keen attention to detail and the ability to interpret large technical datasets and translate them into clear, actionable insights for asset owners and operator  Strong organizational and time management abilities, capable of managing multiple workstreams and deadlines in a fast-paced environment.
  • Effective communication and stakeholder coordination skills, with the ability to work in multidisciplinary teams and interface with clients, contractors and regulators
